Local State Capacity: an Analysis of Bureaucracy’ Professionalization Level and its Eflection on Development

Purpose: The current Brazilian State, after a context of patrimonialist formation, seeks to mold itself into bureaucratic model with significant fragments managerialism. Concerning the public management efficiency discussion, article aims analyze technical-administrative state capacity and development Goiás State municipalities.
 
 Theoretical framework: theoretical bases for building concept local were presented. articulation this framework took place concerning transition from patrimonial managerial state. Emphasis was placed on historicity conception agent civil elements that surround him and, finally, intersections underlie entity.
 Method/design/approach: Data Municipality Performance Index IBGE Municipal Basic Information Survey used. methodological approach based cluster analysis, descriptive statistics Pearson's correlation coefficient.
 Results conclusion: results showed economic data bundling assists typologies creation homogeneous municipalities highlighting those are more dependent administration.
 Research implications: It found that, in number municipalities, there is positive between capacity, professionalization bureaucracy development.
 Originality/value: indicate greater municipal can be achieved by improving service through bureaucracy.
